Traffic Fine Hike in Punjab
LAHORE, December 2025, The Punjab government has officially implemented a revised traffic fine system that introduces higher penalties, digital enforcement, and new safety rules across the province. This is considered one of the biggest updates to the traffic management framework in Pakistan in recent years. The revised fines are now active in Lahore, Faisalabad, Rawalpindi, Multan, Gujranwala, Sialkot, and all major districts of Punjab.
The Traffic Department stated that the purpose of the update is to reduce accidents, control violations and make the roads safer for daily commuters. The new system focuses on digital monitoring, automated challans and meaningful penalties that discourage reckless behavior on the road.
Why Traffic Fines Increased in December 2025
The Punjab government explained that the earlier penalty structure was outdated and no longer effective. Violation rates were increasing every year and a large number of drivers continued to repeat offences without fear of legal consequences. The new system aims to create discipline and protect the public.
Several factors contributed to the increase, including the rising number of vehicles, growing traffic pressure in metropolitan areas, frequent lane violations, and an alarming rise in motorcycle-related accidents. The government is now using digital tools, smart cameras and AI-assisted monitoring to track violators in real time.
Updated Traffic Fine Rates in Punjab for 2025
The following information reflects the latest changes announced for December 2025.
Over Speeding
The new speeding penalty ranges from two thousand to five thousand rupees depending on vehicle type and the amount by which the speed limit is exceeded. Repeat offences result in double the penalty. Motorways and major highways now issue AI-detected challans automatically.

Driving Without a Valid Licence
The new fine for driving without a licence is five thousand rupees. If the same driver is caught again, the penalty increases to ten thousand rupees and the vehicle may be impounded. All violations are now recorded against the person’s CNIC in the central database.
Helmet Violations
The fine for riding a motorcycle without a helmet has been raised to one thousand rupees. If the passenger is not wearing a helmet, an additional five hundred rupees is charged. Repeated violations affect the rider’s digital driving score.
Mobile Phone Usage While Driving
Using a mobile phone behind the wheel now carries a penalty of five thousand rupees. If a person is found recording videos or creating content while driving, the fine can reach ten thousand rupees and the licence may be suspended for up to seven days.
Wrong Parking
Wrong parking offences are now charged at two thousand rupees. In commercial zones or congested areas, the penalty increases to three thousand rupees. Vehicles may also be towed if the violation blocks traffic flow.

New Jail Term Provisions Introduced in 2025
For the first time, certain high-risk violations now include imprisonment.
Rash and dangerous driving may result in up to six months of imprisonment or a fine of fifteen thousand rupees.
Using fake or tampered number plates can lead to six months in jail along with a heavy fine.
Underage driving is now punishable with a twenty-five-thousand-rupee penalty imposed on the guardian, who may also face up to six months in jail for allowing a minor to drive.
Running a red light carries a five-thousand-rupee fine. If the violation causes an accident, the offender may face an FIR and imprisonment of up to three months.
CM Punjab Maryam Nawaz has emphasized reducing fatal accidents by enforcing law with consistency.
This system aligns Punjab with modern traffic enforcement standards used globally.
Digital Enforcement and AI-Based Monitoring in 2025
Punjab has expanded its digital enforcement program significantly in December 2025.
The e-Challan system now uses ANPR (Automatic Number Plate Recognition) cameras to detect violations and issue fines automatically. Every challan is linked to the vehicle owner’s CNIC, meaning it cannot be ignored.
AI-assisted monitoring is active in major cities. The system tracks helmet violations, speeding, lane cutting, and signal breaking. The new digital driving score records every violation. If the score drops too low, the licence can be suspended.
This digital transformation reduces human interaction, minimizes corruption, and ensures consistent enforcement.
Useful Driving Tips to Avoid Heavy Fines in 2025
- Always keep your CNIC and driving licence with you.
- Follow speed limits especially in school zones, bridges and underpasses.
- Wear a helmet even for short motorcycle rides.
- Do not use a mobile phone while driving. Set navigation before starting your trip.
- Avoid driving in the wrong lane or overtaking from the left.
- Park responsibly and use designated spots to avoid towing charges.
- Always check your number plates to ensure they follow the official standard.
- Teach young family members about the risks of underage driving.
- Maintain your vehicle’s brakes, lights and indicators to avoid mechanical violations.
- Respect traffic signals and keep a safe distance from other vehicles.
How These Reforms Benefit the Public
The revised fine system encourages safer driving and creates long-term behavioral change. Roads become more organized and predictable, which reduces the chance of accidents. Automated challans make the process fair and corruption-free. The focus is not on collection of revenue but reduction of human loss and property damage.
Public Response to the 2025 Traffic Fine Update
Citizens have expressed mixed opinions. Many appreciate that strict measures are essential for safety, particularly in busy metropolitan areas. Some find the fines expensive considering the current economic conditions. The government maintains that these steps are necessary to protect lives and promote responsible driving habits.
