The Punjab Government has updated vehicle ownership and number plate rules, and now every Punjab number Plate linked to CNIC.
This means when you sell your car, the plate stays with you, not with the vehicle.
I recently sold my car through PakWheels, and I’m sharing my complete real experience, from posting the ad, meeting the buyer, doing the biometric transfer, to paying the PSID fee via mobile wallet.
New Number Plate Rules in Punjab
Earlier, number plates were attached to a vehicle number and would go with the car when you sold it.
Now, Punjab Excise has updated the system — Punjab Number Plate Linked to CNIC, not vehicle-linked.
In short:
- Number plate belongs to the owner.
- Buyer must apply for a new plate under their own CNIC.
- Biometric verification of both buyer & seller is compulsory.
- All payments go through the ePay Punjab PSID system.
This step was taken to stop fake transfers, vehicle scams, and unrecorded ownership.
Step-by-Step Car Sale & Transfer Process (2025 Guide)
In this new DLIMS update, every vehicle transfer follows the Punjab Number Plate Linked to CNIC policy — meaning your plate now stays with your CNIC, not the car.
Step 1: List your Car Online
I listed my car on PakWheels.com, added clear photos, and within a week, I got multiple genuine inquiries.
A buyer from my area (Valencia Town, Lahore) contacted me, inspected the car, and finalized the deal.

Step 2: Buyer Inspection & Token Money (Biyana)
The buyer visited Valencia to see my car and also arranged a Pakwheels Inspection Service, which was surprisingly professional.
They checked the paint, engine, suspension, and OBD data.
If you want to do a self-check, you can buy a Paint Thickness Tester (Pen or Digital Meter) online.
After inspection, we agreed on the price, and the buyer gave a small Token Money (biyana).
Step 3: Generate PSID for Vehicle Transfer
Next, we opened ePay Punjab app → Vehicle Management → Transfer of Ownership.
The system generated a PSID (Payment Slip ID) for transfer.
The buyer pays the PSID fee, which usually ranges between Rs. 1,000 – Rs. 15,000, depending on vehicle type.
Payment can be made through:
- Bank App
- Mobile Wallet (Easypaisa, JazzCash, Local Bank)
- ATM
I personally used Local Bank, entered the PSID, and the payment was confirmed instantly.

Step 4: Biometric Verification (Mandatory)
We both went to the NADRA e-Sahulat, for biometric verification.
The process took less than 5 minutes — just thumb verification and confirmation.

- Seller must initiate biometric
- Buyer must confirm
Validity: 30 days
Fee: Free at Excise, Rs. 100–200 at NADRA eSahulat

Step 5: Optional Stamp Paper (Buyer’s Responsibility)
Many buyers prefer signing a stamped paper agreement for extra legal safety.
It’s optional, but if you do it, the buyer pays for it (Rs. 200–500).
However, remember — stamp paper alone doesn’t transfer ownership.
Only the Excise biometric + PSID payment completes the process.
Step 6: Plate & Card Handling
Since the number plate is now linked to CNIC, it remains with the seller.
The buyer applies for new plates under their CNIC after a successful transfer.
Smart Card Fee (Optional): Rs. 1,300
Plate Reissue Fee: Around Rs. 4,000

In extreme cases, you can also lodge an FIR for fraud under Section 420 PPC.
